EnviroScanDCI's EnviroScan provides a detailed examination of twenty-eight (28) Federal, State, and Regional databases, including all of the databases required by ASTM E1527-05 within a one mile radius of the subject site. It includes a review of Oil and Gas Maps, Topographic Maps, and other site-specific historic information, and provides conclusions and recommendations. It should be noted that this level of environmental assessment does not satisfy all the requirements of ASTM E1527-05 or E1528-06 ("Transaction Screen"). This "screening level" evaluation does not satisfy "due diligence" under CERCLA, and therefore may not qualify a party for the "Innocent Landowner Defense." However, the EnviroScan remains a very useful and economical means through which a contaminated site may be quickly and economically identified in the initial stages of a party's interest. In cases where the potential of on-site contamination cannot be ruled out, further investigation is typically recommended. The price of the resulting Phase I, or "Limited Phase I" is reduced by the cost of the EnviroScan.
